Project Scope
The Euro-Mediterranean Renewable Energy Partnership (HY-PA) runs
from July 2005 until December 2006. The project is co-ordinated by WIP-Renewable
Energies and involves 7 partners from Germany, Greece, France, Jordan, Lebanon,
Morocco, and Tunisia.
The objective of the project is to promote and stimulate the application
of RE and hybrid systems in Mediterranean Partner Countries for the provision
of sustainable energy services based on locally available resources as well
as to support policy making activities in the following key application
fields:

Renewable energies for increased water supplies,
desalination and purification |
This goal is to be achieved by the set-up and organisation of a Euro-Mediterranean
Renewable Energy Partnership network. This mobilisation of international and
local partnerships will serve to create an innovative forum for developing
new programmes, project platforms, and in particular to support policy making.
The partnerships providing policy makers with essential tools, results and
information shall fall into three essential categories:

Tools for the mobilisation of partnerships include the exploitation of
existing contacts as well as local and regional stakeholder networks
through the highly experienced consortium partners from Europe and Mediterranean
Partner Countries, the organisation of meetings, financing of travel expenses,
internet fora and other information networking services.

The organisation of a Euro-Mediterranean Renewable Energy Partnership will
be realised in the following three phases:

WP1: In the first work package the technical framework conditions
for the implementation of RE and hybrid systems in MPC are investigated in
an application-driven approach based on local as well as regional field work
experiences.
Based on this investigation, the currently most important ‘performance gaps’
of RE and hybrid systems are identified with respect to key applications for
rural electricity supply, national and regional infrastructures, sustainable
tourism and commerce as well as for increased water supplies.
WP2: In the second work package the socio-economic and environmental
framework conditions for the implementation of RE and hybrid systems in Mediterranean
Countries are investigated with respect to the following topics:

Based on the results of work package 2, socio-economic portraits are compiled
for the Mediterranean Countries.
WP3: Work package 3 forms the core for the set-up and organisation
of a Euro-Mediterranean Renewable Energy Partnership network through the support
of above mentioned three partnerships, namely programme, action and policy
partnerships. Activities performed in this work package comprise:

WP4: The results of work packages 1 and 2 as well as the cooperation
activities within the Euro-Mediterranean Renewable Energy Partnership network
are employed within work package 4 to develop a scenario for
large-scale RE and hybrid penetration in MPC including an assessment of the
social and environmental effects of such an energy infrastructure.
WP5: In work package 5 a Policy Agenda for enhanced RE and
hybrid system implementation is developed providing recommendations for future
